Real, and successful, SEO companies do not need to employ certain means, such as cold-calling or mass-emailing their abilities, in order to advertise their ability and success, which means that those that does, could probably be doing so in order to get you to hire them instead.
If an SEO company is genuine, and is successful in its endeavors, potential clients will find a way to know about them and get to them without the company having to spread their track record online. Keep in mind that word of mouth can travel fairly quickly, and if certain SEO companies are able to produce satisfying results to their clients, then their performance will eventually spread to other potential customers.
Also, scam SEO companies can only guarantee you a high rank position in search engines using unique names, which is an easy thing to do in search engines. What you want is to rank high using generic or general terms instead of unique and specific ones, like if your company is selling "furniture", you want to rank high for "furniture" and not for "tumbled marble furniture", since having a very unique name can still result with you having a high rank in search engine results, especially if no other company or site is using it.
Others would even use other websites that are ranked high, and use it as proof of their abilities. You can check by doing a background check on the website indicated by looking at the source code, or you can also do a check on the company itself by searching for digital signatures on said websites, and if it matches with their company. You can also check their track record, and determine how long have they been around. You can even talk to their supposed clients and ask them about the services that the SEO company has provided them.
